Stripped and left only English 6ch AC-3, no subtitles to save space.
only used vobid 1 and 2

I chopped of the last vob with vobsplitter at the 398382192 mark

This will delete the end credits and 2 minutes of the end.
The last minutes did not seemed important anyway.

NERO Express says it uses: 4,475.1 MB and it seems to be 99.9999%

BUT ARE THE OTHER METHODS (besides re-encode the whole movie)??

Re-encode the audio, is that an option?
still want 5.1dolby, but can the 448kpbs be resampled to use 368 etc?

Can I just re-encode the last VOB???

Use BeSweet to reencode the audio. That is probably your best bet.

You can use sonic foundry softencode to re-encode the ac3 at a lower bitrate. Also is there a large Video_ts file ?. You could replace it with a smaller one.

And yes you can re-encode just the last vob.
