  1. Here is a really stupid question: Suppose I have a mpg-1 file that has higher bitrate than that used in VCD but not as high as SCVD. If I make an VCD I should get a quality loss then. right? Now I do know that one can't get better quality than the source but can i convert it into an SVCD compliant mpeg with tmpgenc in order to make quality loss less severe? If i understand correctly SVCD compliant mpegs have higher and also variable bitrate.

    don't be a dick.

    Diversion:
    does your standalone support XVCD? if so, then burn your mpeg1 as a VCD(ignore warnings that it is not standard), and you should be fine. or, if it supports SVCD, then demux w/TMPG and remux as SVCD, and burn as SVCD.
    if not, do you have the source .avi file? if so, then encode to compliant
    (S)VCD.
