Suppose I am to encode in a lower frame rate than standard VCD frame rate (29.97 or 23.976), can I still burn it to VCD using Nero?
I have videos that have frame rates around 15.

You can try any framerate that your encoder allows. If you are using Nero to encode (not recomended as its crap) it will automatically convert the framerate for you. If you encode with TmpGenc, you can select the resulting framerate from a drop down list but your exact framerate may not be there. Remeember tho if you select a framerate which is non-standard you ar actually creating a XVCD and it may or moy not play in your standalone.
