VCD supports NTSC-FILM framerates. SVCD does not (though it usually works, and if it doesn't then adding the 3:2 pulldown flags in will almost always work on DVD players).
If you have a 23.976 fps progressive source, then you should use NTSC-FILM. Essentially, compared to standard NTSC or PAL, you have an effective 25% boost in bitrate (the actual bitrate is the same, but the bits to pixel ratio is 25% higher). You can (and will) notice the quality difference.
All VCD compliant players are supposed to support NTSC-FILM framerates but not all do. If it doesn't, you will have to use standard NTSC.
The Demo VCD test discs ( http://www.vcdhelp.com/vcd ) contain sample video clips of PAL, NTSC and NTSC-FILM to test in your player.
