  2. Best one would be CCE, but at $2000 to use it in
'legal' way it is not for the hobbyiest.

TMPGENC 2.58 for $48 is probably your best choice.

You fail to mention MPEG1 or MPEG2 it does make a difference to the answer.

    Saito,
Which encoder is best is a topic that's been discussed over and over again in this forum. For speed you can't beat CCE and it's MPEG-2 output is excellent, but it's handling of MPEG-1 is another story. In this regard I think TMPGEnc would be the better choice. However some have said that the Panasonic MPEG-1 encoder would be the best choice, but since I haven't used it I can't comment on it one way or the other. The 3 most popular encoders seem to be CCE, TMPGEnc, and the Main Concept encoder in that order. There is an entire thread comparing these 3 plus some others here: http://www.vcdhelp.com/forum/viewtopic.php?t=113633
My personal choice is TMPGEnc simply for the fact I can't justify spending $2000 for CCE that in the end will only shave off a couple of hours off my total encoding time. Myself I can't see any difference between the two in the resulting output, but that’s just my opinion. I suggest you follow the link I provided and read the comparisons. In the end it's up to you.
    Warning! I'm baaaaaaaaack
