I burned a VCD that plays fine on my CD player on my PC but the Audio is about 2 seconds fast on my Apex stand-alone DVD player. Does this just relate to the Apex or is it something else?

It's something else. Your player can play VCD just fine. A/V sync problems can be common with home brewed VCD's. Check your encoding methods.
But I'm sure that this is another opportunity for some to say that Apex sucks.
