This may be a dumb question. But can you burn an mpeg1 and mpeg2 on one disc as a svcd or vcd ?

No-You can't burn an authored SVCD and an authored VCD on one disc. There are particular descriptors that must be the sole pointers, they cannont co-exist or the disc will make your system/player freak.

Yes-You can put (SVCD-compliant)MPEG2 and (VCD-compliant)MPEG1 files on the same disc, or even Author one and put files on the ISO with the other.
'Course, you may want to try one of those "tricks" with re-muxing using the others' setting (e.g. remux MPEG1 using MPEG2 setting), then you might be able to author them together as one type of disc.
