    Can any one tell me if there is any software that can help to play a VCD from a particular start time to endtime. For example from the 5th minute of the video to the 20th minute

    I don't know of any, and I HAVE looked on your behalf. The only way I can think to do this is just use an editor to cut out the pieces you want to play, then build a playlist of these pieces with a player that supports this.
