I prever for SVCD movies DVD2SVCD with the cce or tmpgenc encoder and multipass encoding.
If the disk space is not nacessery, than try also cbr encoding with the standard SVCD specs.

For VCD, i use tmpgenc encoder, or the great panasonic mpeg encoder, in DVDx as plugin, great quality but very slow

Now i have a dvd player that supports XVCD, so i can full my CD´r complete, and gives a good quality, but with bitrates over 1600 kb/s you shpuld use vbr SVCD encoding, with gives much better quality than a XVCD with 352x288
