  1. After I burned the VCD, I placed it in my DVD player and it said disk error. and when I tried to play it on my computer my ATI software says it is not VCD 2.0 compliant. I have played it by clicking on the file in the MPEG something file on the disk but otherwise it won't play. Any solutions would be helpful. Are there programs that burn VCD 1.0 or 1.1 available. What is the most likely ccause of my problems?

did you burn the disk using the ISO level 1 or 2. should have been ISO level 1 , I dont think that the ATI player supports ISO level 2 and I dont know about your dvd player

The ATI DVD player itself is not VCD 2.0 compliant. VCD's with menus that play fine in PowerDVD, my standalone SMC 330s, and just dragging the .DAT files into media player report an error in ATI's program.
