I'm encoding an svcd, and i'm doing 2 pass, it's a dvd rip, when i encode all movement there's line's or jagged edge around bodies...how can i stop this?...i'm using Tmpenc

Did you make sure to FORCE FILM in DVD2AVI? if not what you are seeing is interlacing and it is normal, but you are better off doing FORCE FILM and using the SVCD NTSCFilm template.

If it is being caused by interlacing, you can try setting 'deinterlace' in TEMPGEnc before you convert it.
Select the 'Settings' option and the 'Advanced' tab.
Double-click on the "delinterlace' option - this will bring up a preview screen. In the 'Method' option select 'Even field' (or any other that may give a good result) and make sure 'Enable filter' is ticked.
You should see in the preview window whether this will elliminate the problem.
