Hi, I have 2 mpeg2 DVD-formatted videos with AC3, that I would like to append to each other.
How?
Tmpgenc does it but drops the audio.
Any more suggestions?

Use DVD Maestro.
Your m2v files and ac3 files need to have the same name (movie01.m2v, movie01.ac3, movie02.m2v, movie02.ac3 etc), and be in the same folder.
Open up Maestro, load the two m2v's as assets, append both to a new movie, right click on the blank audio stream place holder, and select create sync audio track.
Maestro will process your 2 ac3's, then create one synced audio stream according to time stamps.
Load this track as you audio and author away.
This works for ac3 and LPCM, but not mpeg audio.
