When I try to load my MPEG file onto VCDEasy or Nero, it will not accept it because the file is 30 FPS. Is there any way to work around this and make it work, or convert it to a compliant number of FPS without losing quality?

When you are trying to burn, do you want to make a PAL or NTSC (s)vcd?
Import the file into TMPGEnc (www.tmpgenc.net)
Load a template (pal (25fps) or ntsc (29.97fps)) to convert it.
What is the current length of the video, and its filesize?
(you can calculate the current bitrate from this using a bitrate calculator - then load unlock.mcf in the tmpgenc templates folder, then change the bitrate from standard (s)vcd to match the original).
Convert the video (may be a little jerky but this is unavoidable).
Should be fine to burn.
