The last days I have tried to make a CVD, the movie is sharp but the moving parts looks choppy on my DVD-player (old Cyberhome).
The input is a capture from a Sony 8 camcorder 352x576 huff.
The settings for tmpgenc: SVCD unlock + see Post Merkin CVD - your trials and tribulations.
Are there any other settings which are important?

You most likely have the wrong field order. Select the other field order in the mpeg encoder.
