I have these m2v files that I would like burned so I can watch it onto a dvd player. These videos are I believe to be PAL
(768 X 576). I have a NTSC dvd Player so please tell me step by step what I need to do in order to burn a cd.

An m2v file is an MPEG2 video stream only, so don't expect any audio. They also need to be 720x576 to be PAL compliant, not 768x576. You will need to multiplex the file into an MPEG2 or MPEG1 file using a tool such as TMPGEnc or bbMPEG (leave the audio input file blank). For a VCD, the resultant file will need to be 352x240 at 29.97 fps (NTSC) or 352x288 at 25 fps (PAL). For SVCD, it will need to be 480x480 at 29.97 fps for NTSC or 480x576 at 25 fps for PAL. You should consult the various how-to documents on this site for the details of each of those conversions and how to get the files on CD. It's far too much to go into here...needless to say, you've got a lot of work to make those files useable, especially if you need to do a PAL to NTSC conversion.
