I have encoded a 8 min video with Sefys TMPGEnc templates (SeVCD, SxVCD Basic and SxVCD Enhanced), using a bitrate of 1750 instead of 1150. I was wondering why all three created files have nearly the same size!? Do I misunderstand something, shouldn't they differ...??

The SeVCD and SxVCD Basic are just about the same template, when the only diffrence is the encoder being used (MPEG2 vs MPEG1) so they do give just about the same file sizes, the Enhanced SxVCD gives a bit more quality, and takes more space, you won't notice this on a very short clip, but you can see the diffrence (sometimes big and sometimes small) when you encode an entire movie.
