    i'm a newbie. i just want to know if tv tuners can act as a video capture card? thanks!

    Most, if not all, TV tuners are also capture cards. Only tuner connected to the monitor will not work as a capture device, it has to be a PCI or USB tuner, not a VGA tuner.

    I see, I also want to know if I can capture a Video with the use of a PCI video card by using the RF function of the VCR and not the AV RCA's?
