    I am ripping a DVD-9 disc. Do i need to convert the picture to a lower rate to make it fit on a single DVD+R?

    And anyone knows where i can order Dual layer DVD discs?

    Dual layer DVD discs are not available/supported by current DVD writers

    You'll need to re-encode the film to fit it onto one DVDR or split it onto two
