  1. Is it possible to play a Region 2 DVD on a North American DVD player that does not support VCD or DVD-R? Also, is it possible to convert a Region 2 DVD to a VCD for play on a CD-ROM drive that does not support DVD or DVD-R?

    Yes. Look at the menus on the left in "DVD Hacks" or in "Tools - other useful tools".

    You can play VCD disk on any CD-ROM drive with a proper Meida Player. In order to convert a DVD to VCD you'll need a DVD player on your computer.
