The picture seems like one of those old movies where the picture doens't move smooth but a little jumpy I guess you can say. I want to burn in VCD format. Is there a way to fix the video problem?

I doubt it, not if it was encoded at 12 frames per second. That is almost certainly why it looks jumpy. If you were to convert it to, say, 24fps, all that would happen is that each frame would be replicated and it would still look as jumpy. Nothing you can do AFAIK.
