The short answer is: yes DVD-R (general) plays in DVD players. Some DVD players are better at reading writable media than others. There are tons of discussion threads here about the abilities of various makes and models of DVD player. The cheaper DVD-R media generally plays in fewer DVD players than the more expensive media. I have a Pioneer 343 player and a Pioneer A03 writer and use cdrecordable.com media and cheap Princo DVD-RW without any problem. My older Panasonic A110 player never could read those DVD-Rs, and would occasionally decide to play a Memorex DVD-RW.
DVD creation at home is not as easy as burning a copy of an audio, data or video CD. You can't "drag 'n' drop" copy a commerical DVD to a DVD-R (with a few exceptions). Creating a DVD of, say, home video, is also fairly involved.
