If I dowload a mpeg clip. How do I make it to a vcd file so I can burn it?? Please help me

it depends what you want to do with it and what kind of file you download if you want to make a vcd to play in a stand alone dvd player it has to be a mpeg-1 format if you need more info send a private message.
