I downloaded some vcds 320x240, My question is...Am I able to resize it getting a better image definition????

I wanted to convert this vcds into Mpeg2 dvd format with a closer DVD quality!!!

No,
Garbage in = Garbage out
Basically you can't improve quality by re-encoding, no matter what filters you use.
(BTW, I don't claim to be an expert)
