In the How To guides, I read that if a file has 25fps to use PAL when VCDing it in TMPGenc. It seems weird to me that I am using a foreign standard to encode my VCD with so it will play on a (as far as I know) NTSC only TV/DVD player. Is this right??

If you have 25fps source material and do NOT use the PAL template in tmpgenc for conversion one of two things will happen:
1) Audio will gradually lose sync throughout the movie
Or
2) The video playback will be jerky
If you cannot playback PAL on your DVD/TV setup, checkout the Pal-NTSC conversion guides on this site. -
Thanks for the tip! I've created a VCD on my computer using their methods and it worked. I was just curious why it worked if we use the NTSC standard on all of our electronic equipment.

Practically all DVD players worldwide can play Pal or NTSC encoded discs, but some just output the matching signal and rely on a suitable TV whereas some will convert pal to NTSC and vice versa.
