I know a lot bout pcs but just to be curious if this is even possible, let me tell you what i want to know can work-
I have 5 HDs so thats plenty.
I got 1 motherboard and 1 processor.
If i had win98 installed on 1 hd and lets say win2000 on another, is there any external device i could use to boot up both OS's and use this so called external device to switch between OS's while still in windows w\o having to restart to choose which one to boot up to?
My only concern is this-
if it was possible, i know win2000 manages RAM better than win98 so if it was possible, would it me "iffy" with the ram management once I switched to another os still in windows and- would it deteriorate my RAM a lot by running 2 OS's on the same ram chips together?

Dual boot doesn't mean running two OSes concurrently. It means the ability to CHOOSE which OS to boot up when your restart/turn on your PC.
If you want to run two (or more) OSes concurrently, you could try using VMware under Linux (or WinNT/2000??)
This is not without a significant performance hit though.

yeah, VMware comes with a massive performance hit...
