digital video to svcd or vcd format

I have a Sony digital video camera, a firewire card, nero, and ATI card-not sure which version, will add the sony camera info as well and nero 5.5+ when I get home tonight.
I want to take my digital video tapes and add music to them, titles, chapters ,etc. My questions are as follows:
What software should I be using?
Can I go right from the camera into the software and do the editting, chapters, titles, music, etc?
I know I can burn in vcd and svcd format using nero, but Iwant to get the tapes cleared so I can reuse them and or save them someplace. I have multiple ulead products but I really want an easy simple way to do this. I know nothing about my ATI card other than I updated the driver recently from microsoft.com windows update, what do I need to do in order to get going on this or my wife is going to kill me!!!!!!!!!!!!!!!

I use adobe premier 6.0 for all of my editing. It works like a charm. There is a steep learning curve though.
