Well, i ment like the background would be moving... or something like a .mpg as a background

Now that you ask, Roxio EZ CD Creator 5 Plat. This will allow you to include an MPEG as an into that only gets played once which then leads into a menu MPEG. While this menu MPEG loops, you can press number keys on your DVD player's remote to play the selected MPEG file on the VCD. For example, I made a Three Stooges collection disc with a menu that had a series of Curly wisdoms. On top of that, I put text of the various names of the shorts you get with each number key. Or another example, I made a menu that had two thumbnail views with key number and titles and these eventually cycled to show all pieces available on the disc.
Roxio claims, but I haven't tried yet, to be able to create VCDs with nested moving menus for you really hardcore menu addicts.
This question was asked the other day, and someone else suggested another program that makes motion menus. -
House de Kris is absolutely correct.
"Motion menus" are definitely possible on a S/VCD but they are not quite like that on a DVD (main difference being lower resolution and that you cannot use overlay graphics or cursor control -- i.e., arrows).
I don't particularly recommend Easy CD Creator but you can make "motion menus" with any good VCD authoring package (including VCDImager +/- GUI or VideoPack4/5).
I recommend VCDImager of course, it being the most flexible and powerful authoring package and it being open source freeware. TSCV, on of the GUIs, even has a template for making motion menus I believe.
