Does TMPGenc and other Encoders decompress a file before it encodes to MPG1/2?
Real Question:
If DV is a CODEC, and has a bitrate of about 3.5Mb/s, would anything be gained by using a higher Encoding bitrate in TMPG, say 6000 Kb/s? If an Encoder decompresses the file before encoding, I would say yes. But does it Decompress the file first?

DV uses 3.61 MB/s which is ~ 29.500 kbps.
If you decompress lossy compressed material there is no quality gain at all.
btw. decode has nothing to do with decompress.
