Hi,could it be possible from a ripping DVD to DivX to use all the utilities like TMPGEnc and VitualDub to convert to VCD.
I mean the DivX from the ripping of a DVD movie to a VCD.
Because sometime the resolution isn't the same and i would like to know if it's possible to use the utilities to convert to VCD without having problem. Thank you.

Yes, but the important question is whether or not the lossy DivX codec will give sufficient data to make a decent VCD (MPEG is a lossy codec also). You'll just have to try and evaluate the result.
In answer to your question, VDub and TMPGEnc have filters for resizing the frame. My guess is that your DVD rips are high res 16:9 clips. Download the "Smart Resize" filter for VDub and load it into the program. There is an option for scaling down the resolution and adding letterbox borders to make the clip 4:3 (VCD spec).
