Can't download an unencrypted video

I tried to download this video using N_m3u8DL-RE and yt-dlp

but it gave me this message: "Download init file failed"

this video is free and not encrypted, so it doesn't need any key

but the website itself need login by phone number

Can anyone help me and tell what's the problem
