So, I think the title explains itself. There doesn't seem to be much discussion about this app anywhere, so I guess this forum is where some discourse can finally get started.
avcut (https://github.com/anyc/avcut) claims to be "able to do frame-accurate cuts of h264 streams (and possibly other codecs with or without inter-frame prediction) without reencoding the complete stream."
There are some instructions on how to get up and running, but I couldn't do anything because I'm so dumb, but if some kind soul took a look at this and put together a review and a proper tutorial on using this, it'd be so awesome and greatly appreciated.
Also, apparently, it's no longer actively maintained, so maybe (with the consent of its owner, obviously) someone picks this up and makes something bigger out of this, like a simple but good GUI.

No good on Windows (maybe linux version works better). It crashes but generates an output - but the generated output has glitches, artifacts, pauses . I tested a few non keyframe cuts

IF you can try it out also using Linux, and let us know about the results there, it'd be so great. I think the problems are due to the program being experimental, and unmaintained (?). But maybe if we can get the developer to put work on it, it becomes the next big thing haha.
I would've done it all myself if I had the skills. So sorry for burdening you. -
I doubt linux will make a difference, because it uses the same libraries (libavcodec etc..) and built against the same version. It feels like it's in a very "pre-alpha" state and an abandoned project from a few years ago. Just look at the issues tab and read some of the author's comments
There are serious issues with this project and I'm not going to waste any time until a few new versions are posted. -
