PAL v/s NTSC using Ulead, Sonic DVD etc.

have a PAL Camera. Got my footage into Premiere.
Edited it, exported it using TMPGENC as MPEG-2 format for PAL.

I have Ulead DVD Workshop, Sonic MYDVD etc.

When I start the project in Ulead as a PAL project and burn a DVD and try to play it in settop player--It plays Black and white.

When I start the project in Ulead ad a NTSC project and burn a DVD--it plays in color---but I am seeing problems with horizontal lines across the screen.

2 Questions
1. If my footage is PAL, does it matter which option I choose in Ulead?

2. Why do I see those lines in a NTSC project and not in a PAL one --when I am using the same mpeg-2 files on both???
