But I dont want to use Tmpgnc's wizzard if its the wrong rez.

352x240 is a valid resolution for DVD according to spec as is MPEG1; however, I would suggest MPEG2 encoded at 702/720x480 (full-D1 spec) or 352x480 (half-D1 spec).
If you chose 352x240, then why not just make a VCD using cheaper CD-R/RW media and widely supported MPEG1?

The only drawback ive come across with doing as you've sugested, is that if you have a fussy DVD player (as I have) it wont play the VCD fluently, at 1850kbps.
It will however play SVCDs OK at 2500kbps, so it must be the VCD header that puts it off.
Ive never tried giving a VCD at 1850kbps, a SVCD header.
Would this work ??I try my best... Honest !!

My Sony DVP-S3000 DVD player is just as picky when it comes to non-spec VCDs. It will ONLY play VCD or audio CDs (including CD-R) and DVD-Video (don't think it works with DVD-R though). So I author all my video discs as VCD 2.0 spec. I try to compensate for the lower resolution and bitrate by capturing at 352x480 and then deinterlacing and resizing to 352x240 at 1150kb/s bitrate. A higher bitrate would be nice since I have 50% more space available on the CD-R; but then they wouldn't play on my DVD player.
I've heard some people have gotten their DVD player to accept a XVCD as you describe if they give it a SVCD header. Mine doesn't play SVCD; so I don't think that would work on my machine. You might wish to try it yourself just in case your DVD player is more forgiving.

The only problem I've encountered using the DVD spec rez of 352x240 @ 1800kbps MPEG-2 CBR is that one of my DVD players did not detect the anamorphic flag (thereby not automatically letterboxing my 16:9 MPEG-2 video stream) while the other did (the other is 2 years newer). On the same DVD, the older DVD player detected the flag on a 2600kbps MPEG-2 VBR @ 352x480 file.
I may have done something incorrectly in DVD Studio Pro to have this happen, though. -
