  1. Is there anyway to deinterlace a 480i video upscaled to 1080p? Can I downscale and the deinterlace or are there any filters that can attempt a repair?

  2. Probably fastest way is filtering in vertical direction in frequency domain.

  4. AviSynth and VapourSynth have filters designed to undo the common simple scaling filters. The resulting video can then be deinterlaced properly. This can work pretty well in many cases. For example:
