I got a heavily compressed 1080p video and can't get satisfying results. Since the video is from a private archive which is not mine, I decided to crop one safe part of it and attach it here. Any recommendation on how to handle this?

that part is basically useless, since there is nothing with details which allows to see whether the choosen denoising&co is to hard.
For example: "TemporalDegrain( blockWidth=512, blockHeight=512)" properly removes most of the artifacts, but surely is way to high for the whole image.
In general TemporalDegrain and other temporal denoise/-grain filters will probably help.

At first, my choice will be TemporalDegrain too, but with aggressive setting it must be used carefully
