    what is a "plan DVD" ?
    there are many types of DVDs, if you mean a (re-)writable (DVD-R DVD+R DVD-RW DVD+RW DVD-RAM) and price differs also for usage (authoring or general usage) and if branded or not.
    And yes, it depends, where you live:
    price range is from 2 Euro to 40 Euro in Europe.
