best tv card with tv out

hi whats the best tv card with a tv out can i watch avis on my tv with it ,can i record through a vcr, do i still have to encode avis to watch on my tv screen, are these cards simple to set up, i have a athlon 1700 with 60g, how much am i looking at for a good card which will do this thanks.
