Is it possible to remove announcer voice from sports videos or at least reduce it, while keeping the crowd noise?

It depends on how the sound was encoded. If it is a modern video, the sound might be encoded as 5.1. If you can capture that audio, the rear channels might very well be nothing but crowd noise. Just move those to the front channels and you won't haven an announcer.
If the audio is just stereo, then you can't do much.
