  1. hi, sorry for my bad english,

    some video at internet seems not optimal,
    -some of it is enlarge of a video, so the quality is bad comparing the video size,
    -some video is have large black border in the sides, i dont know about this, i guest is can add dozens of megabyte in ~1gb full movies
    -or other reason that you think that video that optimal

    it will be nice if there any software who can detect that not optimal and fix it,
    is that software exist?
    of course if that software can be reduce a megabyte or more per seconds, that will be satisfying

    No.

    Optimal can be defined as most desirable or satisfactory. So it's a personal opinion whist some people will strive to encode their video in to size others will strive to get what looks best to them.

    As for the black bars. That has little to do with optimal. All to do with correct aspect ratio and displays which are different to that. In fact if you were to look at a 4:3 video stretched to fill a 16:9 display which could be argued is optimal for some it is rubbish for others.

    So if you want to reduce by a megabyte or two then you re-encode at a lower bitrate. Might then be optimal in your eyes but not others.

    You can make the frame size and file size smaller but that will only decrease the quality further.

    With modern compression codecs noiseless black borders add almost nothing to the file size. Again, you will only reduce the quality by cropping them and reencoding.
