NTSC vs PAL VCD issues

Hi i m a newbie. i hope can get sm help fr u experts out there.
using tmpgenc, i try to convert the ripped dvd vob(NTSC format) to
PAL standard VCD by choosing the wizard template in Tmpgenc.
after the conversion is done, i notice many black lines when
there is motion in the movie.no matter how change the setting
the result movie will still exhibit many blacklines.

but if i convert it using NTSC template,
the movie is fantastic and no black lines, but i m fr Asia , my TV is PAL.
when i watch VCD NTSC movies, the picture appears to be flattened abit.
is there a way to resolve this?
