    Is there any way to make it work? I can capture to ULH2 in VDub, play it back in VDub, and import it into Premiere, but it won't play in VLC.

    No. VLC cannot use system installed codecs. The only way for VLC to support is for them to add the codec to the program.

    ULH2 is UtVideo which is supported in libavformat, did you try simply updating VLC?
