What is this doing in capturing?
This is a video upscaling device
To display your existing media content on the UHD TVs
I didn't see anything about capturing

No it is not. It is a device that takes [4k + hdcp v2.2] and passes on [4k + hdcp 1.4], according to the link. This allows early adopter's 4k TVs to accept 4k input from current (more rights-restrictive) 4k sources such as UHDBD and Netflix4k.
Not sure how they're getting around the licensing "faux-pas" (hardware manufacturers are not supposed to be allowed to do this, according to hdmi & hdcp authorities), but then there are hdcp strippers out on the market also.

Btw, ALL 4kTVs can already do a decent job of upscaling SD/720/1080/2k material, no need for an external box.

The OP is actually suggesting gear for capturing UHD Blu-ray material (since ripping is not possible) and is being coy about it to throw off the copyright police.

He proposed a capture device and an alternative stripper in his previous thread (about wanting to copy open-source 4K movies from an imaginary UHD release.)

With all the Blu-ray ripping threads here, all this pretense seems silly and pointless to me.

[Edit]Plus, the copyright police already know about the existence of HDCP 2.2 strippers. Warner brothers and Intel have already taken HDFury to court, and HDFury has counter-sued.
