DVB subtitle files

Hi,
How can I generate DVD subtitle files from SRTs, or even how can I attach subtitles into a .TS file in DVB format (not hardcoded) ?

What are you going to play the ts on?

I'm not sure you will find any free tool to create dvb subs. But you can always try subtitle edit and subtitle creator.

This is for VOD digital TV here in Brazil. Sub Edit and Sub Workshop can't solve the problem. Even if they generate a DVB sub, how would I attach it to the .TS file?
No problem if there is a paid tool for that, as long as there is a demo for me to test than I can purchase if it fits. Thanks!
