I would like to know how to get an effect of spinning camera as a transition between two video files. It is demonstrated in movie below:

Which software allows to do such transition and of course how to make it smoothly?

Two easy solutions:
1: do what they did, spin the camera away from the subject, spin it toward the next subject and disguise the edit within the blur.
2. Shoot a blurry horizontal move and cut that between two static shots giving the impression of a fast pan.
Far easier to do it in the camera than in software. Any NLE can do some variation of moving shots side to side, adding a motion blur is another matter, the good ones have it. Otherwise you're into compositors like After Effects
