    Is free software available. possibly for Virtual Dub or Premiere Pro, to do tweening. By tweening I mean generating new frames between existing frames to slow or smooth motion.

  2. Current version of Premiere has optical flow time remapping built in. Twixtor is another popular plug-in. Someone else will have to answer for Vdub.

  3. free alternatives would be avisynth (mvtools2 , interframe and svpflow which use mvtools2) , msu frc (for vdub, or at least there used to be a vdub version also usable in avisynth) , and slomovideo (this one allows for ramping with curves)

    EDIT: maybe my memory is failing - msu_frc was apparently only for avisynth
