How can I create this effect in FCP?

Is there like a effect that i can download to make the video look like this? Or can i make this effect

AFAIK, you can't do this solely within FCP, even with a plugin. Probably AfterEffects with some Morphing...

You could do the overlay part, rotation part & jump edit part.

Do you have a link to a higher quality video version, not just the gif ? Probably the gif characteristic (256 colors+artifacts) actually help with the effect in this case. And I'm curious what the context was for this

Maybe a height map texture that's keyframed.

Find a texture you like, then vary the height of the bump map. I'm thinking a moon shot. But you can create a texture in any graphic editor. Throw some craters or whatnot on a still, and use the Artistic tools to create a pixelized effect.

Not sure if FCP even has any "compositors".
