This seems to happen more often than not with MP4 files I'm watching, and maybe it's just how they were encoded. I didn't notice it until maybe this year. Whenever I'm watching a show the audio seems to start loud and then gradually get lower maybe 20 - 30 seconds before where a commercial break would be, then it returns to its "maximum" volume and is very loud for the first 30 seconds and then it levels back out to normal and then lowers again during the last 20 - 30.
It's driving me nuts, I'm using CCCP for my codecs, and I've been playing around in FFDShow Audio but no luck with being able to decrease the volume level or normalize it or anything.

ffdshow and MPC-HC both have "normalising" type options, which basically increase the volume up to a maximum amount, then drop it when the audio gets loud, then slowly increase it again..... a gap in the audio may reset it which may cause the volume to quickly increase by a fair amount. I'm not sure.
MPC-HC: Options/Internal Filters/Audio Switcher/Normalise/Regain Volume. I think "Normalise" increases the volume but doesn't increase it again if it's reduced due to the volume exceeding the maximum level. I think "Regain Volume" increases it after the loud bits.
FFDSOW has similar options under it's Volume filter.

I use ffdshow to decode the audio and downmix etc, and to load the RockSteady plugin via ffdshow' Winamp filter. I use the settings in the pic in the post I liked to. -
