    There is many app to convert PVR to (almost) any format.
    But I want to make it inverse,
    For example:

    Just as "AVI" tells very little about the media file, "PVR" also tells very little. Both describe only a container format, but they may contain very different content formats, as they are quite versatile.

    PVR is probably a variant of MPEG TransportStreams, which may contain MPEG2 video and AC3 audio, but may also contain other video and audio formats, and you may not easily know the limits they must not exceed, e.g. typical bitrates, resolutions, possibly even additional data related to neither video nor audio.

    It is like talking about "a Lamborghini", not knowing whether you mean a tractor or a sports car.

    It would be a lot easier if you could provide analysis reports by MediaInfo of both the AVI you want to convert from, and another PVR which is already supported by the software or hardware you want to convert the AVI for, so one can suggest a converter and suitable options to create a mostly similar file to another PVR which is known to work well.

    Depending on the source and target content formats, probably yes; starting with ffmpeg as command line tool, over TEncoder as rather simple GUI for ffmpeg or mencoder, up to MeGUI as complex GUI für AviSynth scripts provided to several CLI tools executed in its background. But the better you can specify your needs, the better we can recommend matching software. Still assuming that *.pvr is just a variant of *.ts with an own filename extension; if there are differences I am not aware of, then there is possibly an additional "converter" between TS and PVR.
