Is there a way to change the start position of a clip without dragging it with the mouse? Essentially, I want to position it to an offset by typing rather than dragging it back and forth to position it.

It's called "nudging"
You can nudge clips with alt+arrow key (alt+shift+arrow 5 frames)
But it sounds like you want to enter a number for the in point ? Not that I know of in PP.
You can in AE, there is a toggle that is normally collapsed that shows the in/out points as numbers. Just click the hot text and enter a value. (That's the absolute value of the in point, not the offset value that you wanted) -

Yes you can (easier than you think):
1. [Page Up/Down] to get to clip start
2. Highlight clip(s) with the mouse
3. [Ctl X] (Cut)
4. ["+" or "-" # (Offset amount in frames)] move last-known start point forward or back
5. [Ctl V] (Paste)
And this kind of thing could be automated & simplified with a Hot-keyed Macro (maybe even including a "wait" for step#4).
Just tried it, it works.

Thanks. That should work. Whenever i have to change how much I have things zoomed I feel thrown off track. I probably just haven't gotten used to how you zoom.

Make sure you use the Numpad + and -, not the ones on the main keyboard, or you WILL be inadvertently zooming.

Not regularly, but yes I have used it. I have no aversion to nudging stepwise nor to nudging graphically via mousedrag, nor to doing timecode-related inserts, etc. Whatever is most appropriate to the project's efficient workflow.
