may i know which editors support direct streaming /smart rendering for codec like
MPEG-1 MPEG-2 MPEG-2 4:2:2 H264 - MPEG-4 AVC

i know TotalCode for Adobe Premiere Pro adds support for several codec for premiere pro but not cc and not for w8.1 64

You can first try free editors like avidemux. It can use copy mode/direct stream copying.

If you want smart rendering try TMPGEnc MPEG Smart Renderer and Solveigmm Video Editor.

i would like something more
i have a premiere cc subscription but it does handle some codec in the smart rendering
